On June 11, 2025, the French transport regulator, Autorité de régulation des transports (ART), organized a biannual meeting of independent administrative and public authorities (AAI and API). This meeting serves as a vital platform for discussing current regulatory issues at both the French and European levels.
The agenda included a presentation by Gaëtan Poncelin de Raucourt from the French cybersecurity agency, Agence nationale de la sécurité des systèmes d’information (ANSSI), focusing on cybersecurity and data protection. Participants engaged in discussions about emerging cybersecurity threats and necessary protective measures, emphasizing the importance of personal data protection.
Another key topic was the institutional role of AAI and API. Participants shared insights on their contributions to economic resilience, competitiveness, and strategic autonomy within France and Europe. This discussion highlighted the significance of independent authorities in the regulatory landscape.
The meeting also provided updates on a working group dedicated to the use of artificial intelligence by AAI and API, which was established a year prior. This group aims to facilitate the integration of AI into regulatory processes by sharing experiences and best practices. Additionally, recent developments regarding the planned European Digital Networks Act (DNA) were discussed.
The meeting underscored the commitment of AAI and API to coordinate efforts in addressing shared challenges, fostering innovation, and enhancing the resilience of their sectors. The French Prudential Supervision and Resolution Authority (ACPR) attended as an observer, and various regulatory bodies were represented, including the French competition authority and the French financial regulator.
The next meeting is scheduled for autumn 2025, continuing the dialogue on regulatory issues and collaboration among independent authorities.
