Following the electrical incident on April 28, 2025, the Spanish National Commission on Markets and Competition (CNMC) has opened several informational proceedings to analyze the circumstances surrounding the blackout and identify relevant facts under the electrical sector regulations.

As a result of these investigations, the CNMC has detected various indications of non-compliance, some of which have persisted over extended periods, potentially affecting the operation of the electrical system and constituting administrative violations.

The initiation of these sanctioning proceedings is part of the broader investigation into the incident. However, the facts under investigation do not, by themselves, attribute the cause of the blackout to the affected companies, as the incident was determined to have a multifactorial origin.

The initiation of these proceedings does not prejudge the final outcome of the investigation. The procedures have a maximum duration ranging from nine to eighteen months, depending on the severity of the violation. Interested parties will have the opportunity to submit allegations and propose evidence they deem appropriate.
