Portuguese Competition Authority Achieves 4-Star Rating for Enforcement Excellence

The Portuguese Competition Authority (AdC) has been awarded a 4-star rating in the 2025 Global Competition Review's Rating Enforcement, recognizing its strong performance in competition law enforcement.

The Portuguese Competition Authority (AdC) has received a prestigious 4-star rating, denoting 'Very Good' performance, in the 2025 edition of Global Competition Review's (GCR) Rating Enforcement. This recognition highlights the AdC's significant achievements in competition law and policy enforcement over the past year.

In 2024, the AdC issued a record 93 merger decisions, marking a 13% increase from the previous year and the highest number of notifications and decisions in the last decade. Among these, the AdC notably prohibited Vodafone's acquisition of Nowo, marking the first prohibition decision in several years, and issued five conditional clearance decisions.

In terms of antitrust enforcement, the AdC imposed fines totaling €67.2 million for anti-competitive practices across various sectors, including payment services, healthcare, technology consulting, and audiovisual production. Significant cases included a €13.9 million fine against SIBS for abuse of dominance and two cartel decisions resulting in €22.8 million in fines.

The GCR also commended the AdC's strong performance in court, with an impressive 86% success rate in the national judiciary. Additionally, the AdC has taken proactive steps in international discussions on future competition policy challenges, focusing on areas such as Artificial Intelligence and Sustainability.

AdC President Nuno Cunha Rodrigues expressed pride in this international recognition, emphasizing that it reflects the confidence of the global competition community in the AdC's efforts to protect consumers and promote fairer markets in Portugal.
