The Lithuanian Competition Council has initiated a public consultation aimed at understanding the competitive landscape surrounding the liquid energy products terminal operated by AB KN Energies in Klaipėda. This consultation is crucial as KN Energies plans to apply to the European Commission for a decision that would recognize its terminal operations as being directly exposed to competition.

If the European Commission grants this recognition, KN Energies could be exempted from the public procurement requirements outlined in Directive 2014/25/EU. To support its application, the company has requested a reasoned opinion from the Competition Council regarding the competitive conditions of its terminal operations.

The Competition Council emphasizes that this consultation is not related to any infringement proceedings or merger control issues. Its primary goal is to collect relevant information from market participants to assess the competitive conditions affecting KN Energies' terminal operations.

Specifically, the Council is seeking input on whether customers have viable alternatives to KN Energies' services, which other terminals might serve as alternatives, and what factors influence the choice of these alternatives. Interested parties are encouraged to submit their views within 14 days, by November 12, 2026.
