Spanish Authority Approves New High-Speed and Tourist Train Services

The Spanish competition authority, CNMC, has authorized new high-speed services by Iryo and tourist trains by Alsa, confirming they do not disrupt existing public service contracts.

The Comisión Nacional de los Mercados y la Competencia (CNMC) has approved new high-speed train services proposed by Iryo and tourist train services by Alsa. This decision ensures that these new services will not compromise the economic balance of the existing public service contract between the Ministry of Transport and Renfe.

Iryo is set to operate six high-speed services daily on the route from Madrid to Ciudad Real and Puertollano. The CNMC determined that Iryo's services are not substitutes for Renfe's conventional media distance services due to differences in travel time and stops.

Alsa will operate tourist trains, including the “Felipe II” and “Expreso de Canfranc,” which will run between Madrid-El Escorial and Jaca-Canfranc. These services are characterized by their historical trains, limited frequency, and higher prices, indicating they do not compete directly with Renfe's public services.

The CNMC conducted an economic balance test as requested by the Ministry of Transport, confirming that the new services would have a minimal impact on the public service contract's revenues, well below the threshold for significant impact.
