CNMC Calls for Justification of Stricter Regulations for Electric Scooters
The Spanish competition authority, CNMC, has recommended that the new traffic regulations justify why electric scooters face stricter requirements compared to similar vehicles like electric bicycles.

The Comisión Nacional de los Mercados y la Competencia (CNMC) has issued a report regarding the proposed Royal Decree that modifies traffic regulations, particularly concerning vulnerable road users, including personal mobility vehicles (VMP) such as electric scooters.
The updated regulations impose new safety requirements for VMP users, including mandatory registration and the use of approved helmets. The CNMC does not oppose these measures from a competition perspective, as they are aimed at enhancing road safety and environmental protection.
However, the CNMC has identified several areas for improvement. It suggests clarifying the distinction between approved and certified helmets, justifying why stricter requirements apply only to VMPs and not to comparable vehicles like bicycles, and allowing online registration for VMPs. Additionally, it recommends evaluating the certification process to avoid bottlenecks in implementation.
