The Spanish competition authority, CNMC, has released an updated list of principal mobile operators for 2025 following Vodafone España's acquisition of Wewi Mobile, authorized on November 5, 2025.
As a result of this acquisition, Vodafone now holds the position of the sole principal operator in its group, as it has integrated Wewi's market share. Previously, Vodafone was ranked third and Wewi fifth. With this integration, Aire Networks del Mediterráneo has taken Wewi's place, now ranking fifth among the main mobile operators in Spain.
The updated list of major mobile operators includes Orange Espagne, S.A.U., Telefónica Móviles España, S.A.U., Vodafone España, S.A.U., Digi Spain Telecom, S.L.U., and Aire Networks del Mediterráneo, S.L.U.
CNMC publishes this list annually, which includes operators with the five largest market shares in mobile and fixed telephony. These operators must comply with specific obligations and limitations as outlined in RD-Ley 6/2000, aimed at preventing anti-competitive practices.
According to the regulations, entities with more than 3% voting rights in multiple principal operators must notify CNMC within a month regarding which operator they intend to exercise their voting rights. They are also restricted from exercising excess voting rights in other operators unless authorized by CNMC, to avoid anti-competitive effects.
