Investigation Launched into Possible Collusion in Transport Sector
The Polish competition authority has initiated an investigation into potential anti-competitive agreements among transport companies that may have hindered drivers from changing jobs.

The President of the Polish competition authority (UOKiK), Tomasz Chróstny, has launched an investigation into possible collusion among transport companies, specifically targeting Krotrans Logistics, C.H. Robinson, and Mena P.M. The investigation aims to determine whether these companies have been obstructing drivers from changing employers by implementing a system of 'non-compete' clauses or 'blocks'.
These practices may have affected competition in the road transport services market, prompting UOKiK to conduct searches at the offices of the involved companies. The authority is currently analyzing the evidence collected during these searches.
This case is part of a broader effort by UOKiK to address competition violations in the labor market. Ongoing investigations include anti-monopoly proceedings against Jeronimo Martins Polska and other transport firms, as well as inquiries into the owner of the Dino chain. Previous decisions have addressed illegal agreements regarding the salaries of basketball players and speedway riders.
UOKiK has also published a guide titled 'Collusions and Abuses in the Labor Market: Competition Law and Employment Cases', which outlines practices that may violate competition law, using specific examples.
The current investigation is exploratory and not directed against specific entrepreneurs. Should the evidence confirm suspicions, UOKiK will initiate anti-monopoly proceedings and potentially charge specific entities. Participation in anti-competitive agreements can result in fines of up to 10% of a company's turnover, while managers involved may face penalties of up to 2 million PLN.
