Madrid's Subsidy Distribution Discriminates Against Unemployed Training Programs

The Spanish Competition Authority (CNMC) has raised concerns regarding the Community of Madrid's distribution of subsidies aimed at training unemployed individuals for the period 2024-2027. The current criteria favor companies that have previously received financial assistance from the Department of Economy, Finance, and Employment, which the CNMC argues is discriminatory.
This preferential treatment violates Article 18.2 of the Law on the Guarantee of Market Unity (LGUM), as it lacks justification based on any compelling general interest. The CNMC has previously challenged similar subsidy practices, indicating a pattern of scrutiny regarding fairness in public funding.
In a related matter, the CNMC has also noted that the City Council of Oviedo has denied a license to an operator for the installation of fiber optic cables in public spaces. This decision must be justified under the General Telecommunications Law and the Royal Decree 330/2016, which requires local authorities to provide viable alternatives for network deployment.
