The Comisión Nacional de los Mercados y la Competencia (CNMC) has decided not to postpone the publication of the new demand access capacity maps for the electricity transport network, despite a request from the system operator, REE, for a three-month delay.

The CNMC concluded that there was no reasonable expectation of reaching consensus on disputed nodes or having the pending technical regulations ready within the requested timeframe. Therefore, the authority has set a firm publication date of February 20, 2026, at 12:00 PM, to ensure legal certainty and transparency in the market.

The maps will identify nodes without agreed reference values and will differentiate them from those with zero capacity. Additionally, the CNMC has mandated that the system operator must report the specific reasons for any lack of agreement on nodes and propose potential solutions within one month.

Following the initial publication, the capacity maps will be updated monthly, with clear indications of any nodes lacking consensus. The CNMC emphasizes that the information in the maps will evolve as agreements are reached and as new regulations regarding tension gaps are applied.
