On March 10, 2026, the Greek Competition Authority (ΕΑ) conducted surprise on-site inspections at facilities of companies operating in the water supply, irrigation, and wastewater sectors. This action is part of a proactive investigation into possible horizontal agreements or coordinated practices, particularly concerning bid rigging and cartel facilitation, in violation of Greek and EU competition laws.
The inspections were supported by the Cyber Crime Unit and the Forensic Investigations Division of the Hellenic Police. The investigation targets collusive agreements among competitors, which are a strategic priority for the ΕΑ, as they typically lead to higher prices, limited choices, and reduced quality of products and services, ultimately harming consumer welfare.
It is important to note that the execution of these inspections does not imply that the companies involved have engaged in anti-competitive behavior, nor does it predict the outcome of the investigation.
The ΕΑ is responsible for enforcing competition rules under Greek law and EU regulations, prohibiting agreements that restrict competition. The authority emphasizes its commitment to intervene promptly in cases of suspected anti-competitive practices and to impose strict administrative penalties on companies found to be in violation of competition laws.
The ΕΑ also operates a leniency program that offers significant advantages to companies and individuals involved in cartel agreements, including full or partial immunity from fines and reduced penalties for responsible individuals.
