The Netherlands Authority for Consumers and Markets (ACM) has published its 2025 Annual Report, showcasing its extensive market investigations aimed at identifying and addressing market issues.

In 2025, ACM launched five significant market investigations, including studies on veterinary services, broadband pricing, hydrogen market evolution, consumer pricing algorithms, and supermarket pricing. These investigations are designed to enhance market functionality and provide recommendations to the Dutch legislature.

ACM's focus extended to the digital economy, energy transition, and sustainability, emphasizing the enforcement of new European digital regulations and protecting online users. Notably, ACM collaborated with the European Commission to investigate Snapchat regarding illegal vape sales.

Additionally, ACM worked on reducing grid congestion and promoting flexible grid use, while also addressing misleading sustainability claims in the food sector. The authority positively evaluated various sustainability initiatives that comply with competition rules.

To strengthen its organizational capacity, ACM developed a new regulatory vision and enhanced its corporate and information services, aiming to evolve into an autonomous administrative authority.
