The Lithuanian Competition Council has found that Treatwell LT, a beauty services booking platform, failed to adequately inform beauty salons about the commission fees applied to appointments cancelled by new customers. The authority has ordered the company to revise its terms and conditions to ensure clarity and compliance with EU regulations.
The investigation was initiated after a complaint from a beauty salon, which alleged that Treatwell LT unjustly charged commission fees for cancellations without clearly specifying the applicable circumstances in its business cooperation terms. The Competition Council determined that the platform did not provide sufficient information regarding when these fees would apply or the conditions under which they could be waived.
While Treatwell LT is allowed to protect itself against clients who might misuse cancellation policies, the terms must explicitly outline the criteria for determining such abuses. The Competition Council emphasized the importance of transparency in the terms and conditions, especially for smaller businesses that may be at a disadvantage in negotiations with larger platforms.
In addition to the commission fee issue, the Council's experts reviewed other aspects of Treatwell LT's business cooperation terms. They found that the platform did not provide necessary information regarding the suspension of services, ranking parameters, and data access, as required by EU regulations. Treatwell LT voluntarily made amendments to its terms during the investigation, leading to the termination of that part of the inquiry.
The decision can be appealed to the Regional Administrative Court within one month.
