ACCC Approves Collaboration for Sustainable Cash-in-Transit Services

The Australian Competition and Consumer Commission has authorized a collaboration among major banks, retailers, and Australia Post to enhance the sustainability of cash-in-transit services, ensuring continued access to cash across Australia.


The Australian Competition and Consumer Commission (ACCC) has granted authorization with conditions for a collaboration involving the Australian Banking Association Ltd (ABA), major banks, retailers, and Australia Post. This collaboration aims to improve the sustainability and efficiency of cash-in-transit services provided by Armaguard, a key player in the industry.

The authorization allows participating banks and retailers to financially support Armaguard and to engage in discussions to implement operational sustainability measures. Additionally, the parties are permitted to develop an independent pricing mechanism for their cash services agreements with Armaguard, although implementation of this mechanism is not yet authorized.

ACCC Deputy Chair Mick Keogh emphasized that this collaboration is expected to minimize disruptions to cash-in-transit services, thereby supporting ongoing access to cash in Australia. He noted that the public benefits of this decision outweigh any potential public detriments, leading to increased consultation within the cash-in-transit industry.

As part of the conditions of the authorization, the ABA is required to ensure that an independent expert conducts reasonable consultations with stakeholders regarding the development of the independent pricing mechanism proposal. The ACCC's role is to evaluate requests for exemptions from competition laws to facilitate such collaborations.

The background of this decision includes previous authorizations granted by the ACCC, including a merger authorization for Armaguard and Prosegur Australia, which solidified Armaguard's position as the primary supplier of cash-in-transit services in Australia. The ACCC has also issued interim authorizations to allow financial contributions from major banks and retailers to Armaguard, with ongoing evaluations and reports required to ensure transparency and stakeholder engagement.
