Following the electrical incident on April 28, 2025, the Spanish National Commission on Markets and Competition (CNMC) has opened multiple informational proceedings to analyze the circumstances surrounding the blackout and determine relevant facts under the electrical sector regulations.

As a result of these investigations, the CNMC has detected various signs of non-compliance that have persisted over extended periods, potentially affecting the operation of the electrical system and constituting administrative violations. Consequently, the CNMC has initiated a process to formally investigate these indications through different sanctioning proceedings.

Since the initial investigations, the CNMC has continued to open additional sanctioning procedures. These new proceedings also include investigations into practices occurring on different days or periods apart from April 28, 2025, which may also indicate possible sectoral violations identified during the investigation.

However, it is important to note that the facts under investigation do not, by themselves, attribute the cause of the blackout to the affected companies, as the incident had a multifactorial origin. The initiation of these proceedings does not prejudge the final outcome of the investigation.

The duration of these procedures can vary between nine and eighteen months, depending on the severity of the violation. Interested parties will have the opportunity to submit allegations and propose evidence during the investigation process.
