Public Consultation on Financial Remuneration Rate for Gas Sector

The Spanish competition authority, CNMC, has opened a public consultation on the proposed financial remuneration rates for gas sector activities for the upcoming regulatory period.

The Comisión Nacional de los Mercados y la Competencia (CNMC) has initiated a public consultation regarding a circular that sets the financial remuneration rates for various activities in the gas sector, including regasification, transportation, and technical management of the gas system.

For regasification, transportation, and technical management activities, a financial remuneration rate of 6.46% is proposed. This calculation follows the methodology established in Circular 2/2019, which was modified by Circular 9/2025, and is consistent with the rates for electricity transportation and distribution.

The proposed rate for gas transportation and regasification is 12 basis points lower than the 6.58% rate for electricity transportation and distribution for the regulatory period 2026-2031. This difference arises from a one-year lag in the calculation period and varying coefficients reflecting the investment needs and asset depreciation in the gas sector compared to the electricity sector.

Additionally, for activities related to the distribution of natural gas, a financial remuneration rate of 6.67% is suggested for the rental of gas meters. This rate is based on the project for implementing smart gas meters, which would involve replacing analog meters with digital ones, impacting around 90% of domestic consumers who currently rent their meters.
