The Latvian competition authority, known as KP, has introduced guidelines aimed at municipal representatives regarding trade at public events organized or supported by local governments. The primary goal of these guidelines is to promote free and fair competition, thereby attracting a wider array of vendors and ensuring a diverse selection of goods and services for event attendees.

The guidelines provide recommendations for municipalities to adhere to the principle of competition neutrality in various scenarios, including public events organized by municipalities, those supported by private businesses, and events organized by private entities or NGOs with municipal backing. They compile examples of best practices and address problematic situations related to the organization of trade, application processes, vendor selection criteria, support for local businesses, securing co-financing for events, and collaboration principles with private sponsors or organizers.

Recognizing the significance of trade at public events for vendors, the guidelines emphasize the need for municipalities to establish clear, justified, and transparent conditions for participation in trade that are applied equally. They advise against imposing disproportionate barriers—both financial and organizational—that could deter vendors from participating. Additionally, the guidelines highlight the importance of balancing support for local businesses with opportunities for other vendors to participate, ensuring that the promotion of local businesses does not excessively restrict the participation of others.
